Six steps to open a business in Haiti

The Center for Facilitation of Investments (CFI) posted the six steps for establishing a business in Haiti using CFI’s support. Here they are as listed by the agency:


Step 1: Compliance

Compliance forms are available at the Center for the Facilitation of Investments.
A request is addressed to the Minister of Commerce and Industry (MCI), and presented by the attorney together with necessary documents to the Legal Department of MCI. Proof of receipt at MCI will be available at CFI office as well.


Step 2: Acceptance

Analysis of the file at MCI Legal Department can take up to four business days. During this time, the applying investor can keep updated by contacting CFI sector focal point. Keep in mind that government offices close for Haitian holidays. Check with CFI if you experience any unexpected delays.


Step 3: Coverage in press

The MCI will transfer the by-laws and company documentation to the national press, Le Moniteur, for publication. The journal is published monthly so 30 days may be required waiting period. Payment for publication is required, and express services double the cost


Step 4: Good Standing

The Direction Général des Impôts (DGI) is the national tax administration office. Operational statements and payments are remitted monthly or annually. Maintaining good standing with DGI is essential for operating in all sectors of business in Haiti.


Step 5: Identification

Procuring a Carte d’Identité Professionalle (professional ID card) is necessary for all visitors who operate in Haiti. The card can be obtained at the MCI by filing an application and paying the related fees.


Step 6: Confirmation

Obtain the receipt for the company’s payment of taxes by visiting the DGI (national tax administration office). This is your only official receipt of proof of payment in Haiti.
